Witness Network: Juf

Every 60s, each witness gets the test log checkpoint. A probe is ok when the witness returns a valid cosignature within 10s with a timestamp less than 60s old. A witness goes down after 3 failed probes in a row, and up after 2 ok; shorter failures count as transient and not against it.
